Thoughts on this backlinking method

If you have a list of say 12 web 2.0 websites, a mixture of sites such as wordpress, ezinearticles, squidoo etc and submit relevant articles to these sites that contain the keywords your going for and do this manually and place backlinks to your site.
You will then have 12 do follow relevant backlinks to your site, if your going at a low strength keyword say a score of 100 or below will this on its own boost you upto the top half of page 1?
Secondly if not would you recommend using GSR to give some oomph to these 12 backlinks?
I'm struggling to find a good backlinking strategy I don't mind doing manual work and infact would prefer to post penguin and panda just trying to formulate a good blueprint to work from.
