Can't Get Adwords Quality Score Up. Going Crazy!

I have started a new business that I am running on Adwords and I can't get the Quality Score up to save my life. I have very targeted ad groups where the ad contains the keywords and the landing page for that ad will have a 2-3% concentration of that keyword on the page. I've also set the meta tags, page title, and a couple headings to match the keywords of each ad group. My ad text is related to all of the other ads showing up for my keywords and i have all the necessary negative keywords.

I have been running this campaign for about 2 weeks and 90% of the keywords are showing a QS of 4/10, 5% 5/10, and 5% 3/10.

My landing pages are extremely relevant and my price is a few dollars lower than all my competitors (therefore the expect CTR should be hire).

WHAT IS WRONG HERE?!

I would greatly appreciate any help at all.

    Meta tags, page title, etc. have nothing to do with QS.

    You need to find the keywords that are getting people to click,
    stay, and buy.

    I think you are barking up the wrong tree. You can't shmooze people.

    If you have a real site on buying dog biscuits, then you run ads
    for dog biscuits that lead to a page where people actually can
    buy dog biscuits. Just replace dog biscuits with what you offer.

    You need people to click. The more your ad shows on unrelated
    searches, the lower your QS will go.

    A little trick is to use a subdomain with your keyphrase in it.

    Like: dog-biscuits.mysite.com

    Forward that domain to your selling page. That is perfectly legal in
    adwords. You can forward the url in the ad to any page on the
    same domain.

      I've done tons of keyword research and have my ads showing for all the same keywords and match type as my competition. The keywords are extremely relevant to what my website is selling. For example, the keyword "buy red widgets" has a QS of 4/10. The ad reads

      Buy Red Widgets $29
      mysite.com/buy-red-widgets
      Get High Quality, Custom
      Red Widgets. 3 Day Delivery.

      I have many negative keywords like "free" and "make your own" to ensure that the traffic I get consists only of people looking to buy.

      I'm really at a loss here. If anyone has any suggestions, please help me out.
