Looking for Nordic seo specialist/link builders

I've been trying to find good Nordic SEO agencies/freelancers to take a project of link building. So far I've tried oDesk and Elance with no success in both.
I wanted to ask if anyone here has experience in finding workers in those local markets: Norway, Sweden, Finland, and/or if you can recommend an agency or a freelancers that can do this job.
*I'm looking for someone that speaks the language because of specific needs we have in this project.
Any tips, directions, connections will be appreciated.
