Is their a tool that tracks youtube ranking?

Yes, "rank checker" from the SEO spyglass suite works perfectly fine. Just plug the youtube video in as the "site" and all the keywords you want to check, then it will give you the rank for all the different keywords. Keep in mind though, you can only check 1 video at a time.

Youtube rank tracking means tracking SERP...... you just need to track keywords..

for this, any SERP checker would work.

  It depends which SERP they are wanting to track. It will not work for YouTube (unless it's integrated of course, which it generally isn't).
