Basic Anchor Text Question

Will both of the examples below count as a backlink/anchor text? In the SEO guidelines I often read for anchor text to use the <a href tag. However the standard [url code you see used in forums often hyperlinks websites. I was wondering if this counts as a backlink/anchor text as well.
