I have some web 2.0 accounts on goarticles, tumblr, weebly and blogspot, is there any software that will automatically submit an article to each one of these?

"White Hat Software" is an oxymoron.

Anyway as to your question, no commercial software on the market (at least that I am aware of) comes out of the box with these websites.

You can custom modify software like Senuke XCR or Magic Submitter etc. to do this, but it will take some work on your end.

I think Senuke and UD are about the same.

I haven't tried to program in the specific sites you are talking about so I can't comment.

There is no such thing as whitehat seo software, all link building done intentionally in considered black hat in the eyes of google. With that being said you should check out rankwyz, it is one of the best programs out there for creating and populating web 2.0s.

White Hat means something like MANUAL work, then a software...

I just don't get your question. Do you have the articles and you just want to place the articles in the blogs? If this is the thing you need to be done, why do you need a software? If you want the tool to REWRITE (or something like this!) the articles, it's not a good idea to use any tool...

Always do MANUAL work and play without breaking the rules and you will reach the top soon!

I don't think you understand Google's TOS. Building any link on your own is against it and white hat would be you writing/doing great content that gets linked to with you having to do anything.
