I use kompozer on my desktop. But you can't use it on Windows RT.
And I even have to look for a another one, it crashes a lot if I'm working on then one tab..

I didn't ask about Dreamweaver. O'm not paying for something, when they are plenty of free wysiwyg out there.

And I don't have time to learn css or html.

It may be easy for you to learn. But...

No one makes an editor for Windows RT. I used MS office once. It put a bunch of extra crap in the code.

I searched for some. I didn't like any...
