Seems a bit strange, I haven't heard from anyone else I know about any issues at the moment. Have you contacted the support desk?

I've just uploaded a new custom audience that I extracted 10 mins ago, running ads on it right now and its okay.....

Sure in theory they could ban you. Doesn't mean they will though considering the huge amount of people doing it at the moment....
