After spending an hour on live chat with Facebook ads tech support. There is something wrong on Facebook end. With CPM manually set to $3 CPM Facebook decided it was going to charge $27 per CPM.

My target audience is 100,000 people so its not to small of audience

No my campaign is set to be charged for impressions not CPC.
