The link in his sig is about linking subaccounts to your primary account, it doesn't offer anything in terms of ppc optimization techniques. And realistically the only reason you would need to link...

Depends if you are doing broad, phrase, or exact keywords.

Broad/Phrase keywords - look through your stats and find out which keywords are going through which are not making you any money after...
