You raise some good points, here.

I agree: it's VERY difficult to determine relevancy algorithmically.

But it's also very difficult to index almost every page of the internet, categorize them...

I've actually found that really, REALLY closely related blog network links work wonders: even if they're PR2s.

And in general, I've noticed that Google is getting better at determining relevancy:...

When in doubt I go with the relevant site.

That being said, I've been able to successfully "re brand" unrelated PR4s and get them on the third page without building one single additional link.
