Most people won't have proof of license and for those who do, and look closely at it will find they don't have the rights to pass it on. That type of license is pricey and most people aren't willing...

If you mean graphics from the book cover, inside an ebook, etc., no. Even though people offer "full rights" to everything they're selling they often don't have the authority to offer rights to many,...
