As an affiliate marketer, I have had better success just buying ads directly on large accounts.

Yes, I just placed an ad last night through FB for Instagram. It's doing quite well so far.

I see that it's finally available globally to all businesses big and small as it says on their site here:

https://business.instagram.com/advertising/

I'm going to try it as soon as I pay off my Facebook ads bill. I bought a few game apps for iphone on Flippa and will give their Mobile App Installs advertising a try to see what happens.
