There's been a rise in FB lead Targeting products, especially scraping and getting leads from other FB pages and groups..I've learn't recently that this against FB TOS..can anyone explain?

Facebook has sued people for scraping and making the data public available. I assume they can sue anyone they like, especially for repeated T.O.S. violations.

Only an attorney can say for sure. However, upon reading their T.O.S. this line stands out.

"You will not collect users’ content or information, or otherwise access Facebook, using automated means (such as harvesting bots, robots, spiders, or scrapers) without our permission.”
