Do you start a fan page to become a brand of it's own? Or simply to be the extent of a website?

I do. It works ok. But fans are not always coming back to our website. But it does increased our reputation.

It should reflect your brand. It shouldn't be a brand on its own. That creates splintering. If your fan page is specifically covering an aspect of your existing business make sure the primary business is clearly visible.

On the whole, you get what you pay for.

My first impression was it shouldn't be a brand in itself, but an extension.

Of course, it could even be the starting point.

I mean, at the end of the day, you don't own your page, Facebook does so why make your page the be all and end all?
