A] Take them just to the squeeze page. This will increase your optin
conversions. Once in the list, you can always sell them later.
This will help you build subscribers list fast. It will take less time.
I recommend this; unless you are interested in case B given below.

B] Provide a valuable article above the optin form only if you have plans to
pre-sell them something. Although this will lower your optin rate but your
core offer will convert better. (After signing up on the squeeze page,
you'll take them to the core offer landing page. In this scenario, your squeeze page
will essentially be acting as a pre-selling warmup page for the visitors).
This will help you build a buyers list. However, building a good buyers list takes time.

"Landing page" is a page on the website on which any visitor might land that 1) must have a form, 2) exists solely to capture a visitor's information through that form and 3) should provide more and more information about the product and services available on it.
There are two purposes of landing page:
    • To capture leads that enable to market to communicate with people in the future.
    • To “warm up” valuable customers to the product to trying to sell to customers before sending them further into the sales funnel.

So keeping these in mind you should try with option B) rather than option A) of providing an article directly. The landing page should be attractive and more informative and the pdf which you are providing should contain much more information about the products and related services.

Its better to place opt-in form at the top with some call to action statements. These kind of pages have good conversion rate
