Looking for feedback/input

Hi,
I'm hoping to get some feedback from some of you regarding design process.

I recently outsourced a WP theme design/development. The whole things was very basic, 5 pages, 5 widgets, no header, no video, no actual graphic design - very basic.

I specified that I wanted to be able to give this theme to our members semi configured: with the home page and other pages set up, but no content. The idea was that our members would be able to use the site as is with absolute minimal customizations (or customize it if they should want to).

What I expected back from the person doing the work was a zip file that would install with the home page intact,5 pages and widgets setup as we had specified and negotiated when designing the look of the site. The theme is installed on his test site with home page, other pages and widgets - all setup and working as the basic site we wanted.

And those are the files I wanted and thought I would get in the zip file. Instead I got a basic WP shell. When asking for the semi configured file, I got a link to the site to download the graphics used in the design.

I feel that I did not get what I asked for, but the designer feels that he has done his job because WP is always handed over as a shell and not configured

My question: am I missing something and what am I missing? Am I correct to assume that I should get the semi configured theme/site, since that's what I had specified from the start? Or is this just not done? I would appreciate any feedback. Since this is my first outsourcing experience I'd like to an get idea if my expectations are on target or if I'm way off.

    Hmm...

    This is very strange. So... he sort of designed the website and showed it to you on his test server, and then sent you the original wp zip file and told you, "here's the files I used when I showed you the working version on my server, do it yourself?". It sounds like he either doesn't understand how to migrate the website files and databases (because it doesn't sound like he gave you the MySQL databases), so he just sent you back the wp demo zip file and source material and told you to build it yourself.

    Yeah... unless I'm missing something, and you've paid this guy for work which has not been delivered in tact, I'd seek my money back or seek legal action.

    Try to do design your site as many ways as you can. Then see the changes that happening for that change and decide this is what you wanted to do or you need something else.
    Research all this.
