Is This an Example of an "Email Submit"?

I am researching CPA and came upon this site (no it's not mine or anything
like that) and am curious is this is what is meant by an email submit.

      So does the affiliate get paid just when the "submit" button is clicked or does the
      person filling out the form actually have to verify something by email before
      the affiliate gets paid?

      (Learning about CPA is new to me, so thanks for the info)

        Hi John,

        I personally do not work with e-mail submits, it's not
        my cup of tea. I prefer high-dollar payout offers.

        I believe that these e-mail submits are verified before
        credit is given, so all information should be legit. The
        submitter might need to confirm their e-mail address
        and if it's for a telemarketing firm, the phone number
        would need to be accurate.

        Hopefully somebody who works these will come along
        and share their experience
