Ad networks vs. PPC - how to choose well

Up until recently, all I knew about was PPC. Then I saw something in a training video about ad networks. It seems like ad networks would expect me to have websites that relate to their product line. Can't I drive PPC ads to their products?
I seem to be missing a key understanding...
