will they approve PIN submit Offer

ex offer is : Co.za - Angry Birds - PIN (ZA)

it pays $6 for each pin submit

can i promote offers like these in FB ...?

Facebook will definitely won't work. Like the guys above said, try PPV for pin submits.

  Start off with Lead Impact. The starting deposit is $200, much lower than Traffic Vance's $1000. Those are the only two PPV networks I would suggest going after at this point.

TrafficVance wouldn't really have much traffic if any for ZA. You've got choices at LeadImpact for PPV, SiteScout for display, or various mobile traffic sources if you want to try your luck there.
