Need help planning to launch coupon app

Ok guys I have create a mobile coupon app locally that allows local businesses to post coupons for local consumers. The app is 100% free for local businesses to use as marketing and earns revenue from consumers joining.

I am offering advertising 100% FREE for businesses and I have been reaching out to businesses via email, social media and Facebook groups, I thought being free for businesses to use would have many signing up but response has been disappointing. Why would businesses not be interested in free advertising? Any suggestions that would help would be great

Whatever you pay for it, advertising is only useful if it reaches potential customers. How many consumers have you signed up to your service?

    • The app hasn't launched yet because it is a consumer membership fee based and we need businesses on the app to entice consumers to purchase

It is not 'free ads' for businesses if you require them to provide discounts/coupons in order to advertise. If there are no consumer app users you are asking businesses to provide a coupon for an ad that no one will see.

You will be competing against free apps offering discounts from businesses. I'm not saying it won't work - but you may need more detailed planning to launch the app.

    • Those free apps require businesses to pay high fees to participate. Our app will not be national it is about supporting small businesses in our small city and there are other coupon services I have researched similar to mine and they charge both the business to participate to post coupons plus they sell access to consumers
