Putting money value to "commitment"

I don't know whether there are limits to what you can say on your posts - to vent you frustrations. Are there?
Anyway there was this internet millionaire who offered to help me make money online and told me that as a sign of my "commitment" I have to put up front $400.00. This will open the way to - like five grand worth of materials and other things.
I backed off because I haven't got that kind of money right now. I just got laid off and counting pennies.
Which bring me to the catch 22 situation. You are on the internet because it's your only hope. But, before you can have the kind of money you hope for you have to part with a lot more. Is there a way out of this dilemma?
