Does Google Impose A Duplicate Content Penalty?

One thing that I have come to understand and that I have seen with articles of my own I have syndicated is that Google doesn't always rank the original in the first spot. On the contrary, I have found that it ranks the copy from the most trusted site in the first spot regardless of who is linking to who. Page Rank may have a lot to do with this as it is a calculation of how much a particular site or page on a site will be ranked and how much it is trusted.
