Need help - Woocommerce requirements

One of my clients uses Woocommerce. She has the following requirements:
1) The product cost needs to be a "sliding scale" i.e. the more products the customer orders the less they pay per product. The cost should go down in increments of 5 cents.
2) Woocommerce defaults to Kilograms (kg) but my customer's products are measured in Pounds (lbs). I need to either change the weight class into lbs (if possible) and group the shipping costs e.g. if a customer orders 2 lbs of product the cost is $7.00, 4 lbs is $6.50 etc. The maximum weight the customer can order is 20 lbs.
I am quite proficient with but I'm not sure as to what the limitations are. My client does have the Woocommerce Table Rate Shipping plugin installed too.
Any help would be great.
