Growing A Membership Site?

How would you grow a membership site something like Match.com where the point of being a member is to meet other members. Obviously this is just an example.

I mean, no one will join if there arent any members on your site. So how do you entice people to join?
I wouldnt want to be a member of a site where there are no members are very few.

    You're right...you can't start charging members to join and then they discover there's only a few members.

    Since you're starting from ground zero, you can try opening it to the public for the first 200 members or so as "free"...once you have some action going...you could start charging a small fee and then increase that fee as you gain more members.

    But how do you entice someone to even sign up when the main benefit of being a member is to engage with other members. But there are no members to engage with. Catch 22
