Keyword search Confusion

Ok, so the exact match setting in keyword tools is NOT based on search volume?

Is using the exact match for keyword research a good idea? It seems that people are using exact match to find good keywords, and then going and double checking the search volume by using phrase setting?

I just read: ''Too many people discount EXACT match search if the volume is low...''
also...''Google exact match reports on the ad impressions NOT on the actual amount of searches...''

So what is the use and benefit of using exact match? and how do we use what we learn from exact matches and dig further into monthly search volume?

I am confused I am just trying to figure out how to determine what good search volume is and I am not sure if exact match is the way to go.

The exact match returns the number of results a keyword is searched in that exact format.

For example if your keyword was - Red Rubber Ball

Exact would be: 'Red Rubber Ball' exactly.
Broad could be: 'Red Rubber Ball' or 'Rubber Ball', or 'Green ball'.

i.e. Exact match is the keyword searched in EXACTLY the format it is presented which is why it is the best representation of how many results your keyword will get searched.

So is exact match based on ad impressions or is that only the case in the google keyword tool?
