Change paypal recurring settings.

In paypal is there any way to automatically set the recurring payment failures from 1 to a different number for all members who signup to my website.
The issue we have is, after one failure it cancels trying to collect the money again unless I manually change the failure number.
Can this be set higher as a default? As it would take hours daily to look over all suspended accounts that have failed due to payment not being available.
Also, is it possible to automatically 'Collect payment' from the customer instead of manually having to try to collect and send the invoice?
