    Hi dizen,

    I don't think it is prohibited. Ultimate demon uses edwinsoft but they accept Paypal. Magic submitter uses 2checkout but they accept Paypal too. Obviously if you ask any processor if they accept payments for black hat tools they will imagine something else and say no. However, most people do not consider this type of software black hat, just internet marketing tools.

    Although I cannot say for sure, I’m assuming that if you are not breaking any laws, you can probably sell these services through paypal. The only exception to that would be things that aren’t illegal but heavily regulated like tobacco and gambling. That being said, you would probably find a better answer in their policy center.

    I think the term 'Black Hat' is thrown around far too loosely in this industry.

    By definition 'black hat' means...

    A "black hat" hacker is a hacker who "violates computer security for little reason beyond maliciousness or for personal gain" (Moore, 2005).[8] Black hat hackers form the stereotypical, illegal hacking groups often portrayed in popular culture, and are "the epitome of all that the public fears in a computer criminal".[9] Black hat hackers break into secure networks to destroy data or make the network unusable for those who are authorized to use the network.     If you are doing black hat in the real sense of the word then yes, you shouldn't be doing it full-stop and Paypal would be the least of your worries. But I don't think blog commenting software even comes close to being black hat. I would say that is more grey hat -- not illegal but most people would still frown upon it.

      Well said, Will! I couldn't agree more. Google and the other industry giants LOVE to throw around the term "black hat" when it's nowhere near applicable.

    If you think it's going to jeopardize your paypal account, DON'T DO IT. There have been too many horror stories on here of paypal freezing people's accounts for no reason.

    Yes you can, I know a guy who has many "aggressive" tools on paypal. What they care about is chargebacks, complaints, and refunds. So make sure your tool does what you claim and keep your customers happy.

    automated forum posting tools (kinda like x rummer)

    It's not prohibited by paypal ,never heard of account frozen coz of blackhat activities.
