What's the best way to market an app?

I've been marketing websites and all but I just got an awesome idea for an app (Seriously).

What is the best way in going about marketing it? Similar to websites? PR, Directory submission, Get people to review it?

and are there any forums where I can find JV partners just for apps.

    Yup, more or less similar to websites. Any campaign should have a social media marketing strategy. Social media will not only help in increasing brand awareness but will also help in letting people know the personal side of your business.
