Best/cheapest SMS provider

Hey guys, I'm looking for a provider for cheap and bulk SMS.
Essentially I'm looking to resell to small businesses

My needs are

1)CHEAP, if possible no upfront costs
2)good API solution so that I can play around with it

Best right now I have found is callfire but I'd like to see if there are other alternatives

You may try freesmscraze.com I have used their free service to send sms to my friends over the globe and they are supporting several countries. You can see their prices for bulk sms gate way.
