I am trying to figure out a piece of code that allows a video to resize to fit the screen playing it or any other suggestions to make this happen.

How are you placing the video on the web page? HTML5 Video tags allow you to use percentages on sizing to scale, and on mobile phones should have a button to make them full screen.
