I understand that there is an advertising platform for mobile apps, which is Admob that we can apply as a publisher. Since both are Google products, can a person banned from Adsense still quality for Admob? Is Admob crtieria as strict as Adsense? Any info is highly appreciated!

Yes. person banned from adsense can qualify for admob and Google policies are always strict for any services.

I think you'll be fine with admob regardless of adsense.
