Best to buy online from Uganda or Qatar?

Hi! My friend, of Kampala,Uganda, but temporarily working in Qatar, would like to know which of the 2 locations are the best choice - for him to make large, online purchases from. I know one thing he wants to buy is a printer/scanner (built all into one). Should he order this from where he currently is, in Qatar, and then bring it home with him to Uganda when he returns home? Or is it best for him to wait till he returns to Kampala, Uganda (his home), before ordering this? I will tell him your recommendation. Thanks!

just buy two printer/scanners
