Google ranking PPC Companies

Does google really rank PPC companies? I see some companies advertise they are in the top 5%, top 3%, top 2%. Does google really rank these top companies by their success?

    Google doesn't rank PPC companies or individuals, at least I've never heard of such a thing.

    What these companies may be doing is create a ranking where none exists. For instance, if you go on Google's page to find a Partner, they'll give you a list. How it's ordered, I don't know. Some may take this and say they are the "top x" but that's speculation. Others may do the same on other sites. If they use Upwork, they have a ranking mechanism called Job Score and they have a "top x%" number so maybe those companies use this. I would ask where they take their numbers and show proof. But essentially, I don't think it means too much. What counts is if they can improve your campaign.

    Definitely not like that, but they have a upper hand if there is another X company that doesnt advertise.
