For promotion, you could try ads in Gumtree to start.

The pop up on entry asks me to sign up for signup for something without really giving me benefits. I'd set the delay on that to 10 to 30...

As an ex-Aussie I used so many different ISP's it wasn't funny. Best one I used was TPG. They were reliable and even had customer service if you needed it (and I rarely did). So much of Australia...
