Yes, you can place 3 of the normal ad blocks, plus link units, plus a search box, and more. Check the Adsense site for guidelines on the specific do's and don'ts.

I hope it's obvious to you that, the fact that you have had no clicks is not Google's fault. It just means your visitors aren't clicking on your ads.
