Actually, thats a misunderstood detail.
You can remove any links you want since Wordpress is GPL, and hence all themes must abide the GPL Wordpress is setting.

Search for "maintenance" in the plugin directory, and you will find a lot of plugins that can make sure noone can see your site, but you can see it yourself while beeing logged in.
