Bloggers usually don't like it when someone approaches them out of the blue and asks for a favour... Make a list of blogs that you would like to guest blog for, then take the time to read a few posts...

Checking their feedback and ratings is a good indicator of their quality, of course. Then you can ask what kind of education / experience they have and what kind of things they have written before...
