How can they take him to court? If there was no agreements made aren't both sides equally powerless? Besides if they paid him for SEO and he got their site ranking in Google, hasn't he done the work...

Hand address the envelope to the business owner.
Use first class mail.
Send out 50 of one copy, wait one week and make follow up calls to each...
