What are you asking? Whether you should choose between .net or php? or how to outsource?

Curious though, why have you decided between two technologies that are losing momentum rather than gaining momentum?

Not sure I agree with this statement especially in context. .net MVC is very strong and is in no way losing momentum. It plays very well with things like jquery and angularjs and is a great server side solution that is very much alive and well. PHP -> facebook...Can't get a better nod than that.

At the end of the day the OP is creating a very generic site and bleeding edge is not necessary and these technologies will still be supported 30 years from now which will most likely out live any effort for a new site.

Both are good. Though .NET is secure more than PHP.
