WTH: Programmer For Back End Content Management System

Preferably someone with experience?

I'm starting up a site, I want a content management system so my writers can 'bid' on projects where they can see the price, deadline and additional info, once they accept an auto responder should send the email to the client - job is taken 72h from now.

You know? Someone with some imagination would be nice.

    I don't think I would hire anyone that gave a price without a discussion first.
    For a Proposal, details of your program need to be worked in. There is no mention of any type of stats reporting, etc...
    Will there be member rankings?
    Approvals? Spam and fraud detection?
    Those are just the first few things that I think of right off hand. I am sure the list would be much larger.
