What web tech is used in this form

I really like this form, from Google:

Teach Parents Tech

Specifically, I like the moving hand - and I'm interested in having a similar design built for my site. Could you guys tell me what technology is used? -- will it be something fairly cheap to outsource (eg; Elance programmer)?

    Now I did not go all the way into the CSS but it looks like that is what they used, nice job too from the front side of it, might have to swipe it, just to see how it works, nice looking stuff,

    nothing magical, just an image being moved around by javascript (jquery heavily used), when you click on the form elements, it sends a signal to "move" the hand to the next position.

    I personally find the hand annoying. Should have used an AK-47. Now *that* would have made me fill out the form in a hurry!

      dont be rude man.. the idea of having that hand moves on each time you complete a form is just plain but meaningful for that site..
