I'm not sure what angle you are looking at this from but here's a rundown for you.

When you write an article to submit, many services run it through copyscape. Copyscape will reveal if the information is plagiarized or original. Of course, if info is plagiarized, it's not going to get accepted.

On a different level - there is the general rule that first source of the article gets the SE credit for the info. I'm not going to evaluate that one because I do things how I do them no matter what and SE often change their way of doing things - it could drive you nuts at some points to worry too much about it.

I place the article on my own site a day or two before submission to an article site - that way if the original source does get credit, I win. If it doesn't, I'm not hurting any by having the content anyway.
If copyscape is run against my submissions, having the article on my site accredited to myself isn't going to cause any problem with that one - never has, ever.

If your article can't pass copyscape, submission isn't your only worry as the original author might spot it and then you have copyright infringement problems to deal with.

So just write your own original content and use it for yourself first, then submit it freely to whichever services you choose and you can't lose.

Some people change the article a bit for each submission. I submit the same article to all of my submission sites and it's never mattered. As far as multiple categories, there are different rules for many sites - sometimes I submit to EA and they change it anyway if they feel it's better elsewhere so the ultimate control is theirs. Just check the rules for each site you use on that issue and make sure your keywords target all of the categories you feel are appropriate.

There is no rule. Google crawls pages. If they come across duplicate content they reward the site they think is the best. Unfortunately this is not always the originator of the content.
