Article Spinners - Are they more spam than legit?

I'm creating dozens of articles and when I spin an article - I pretty much summarize the original one. Needless to say, this takes a long time but I think it's worth it since I don't want to get penalized by Google.

Are article spinners the real deal or do they not spin the article good enough where Google will throw out the copies generated by these spinners?

You don't get penalised. It's not a penalty but a filter. With spinning you need to remove the footprint. What I do is create articles using varied content. If you change the contextual structure of your articles you should have no problems. Taking one article and spinning words throughout has never worked for me personally.

In my opinion it's only spam if you don't make your spun articles good quality. If you however spin and are happy with any old garbage then it's absolutely 100% spam.

If you litter the internet with garbage that is incomprehensible then you are spamming the world wide web
