Cloudflare or different IP?

I was going to buy some IPs from my webhost so my sites each had different IPs and, perhaps I could use some of the higher ranked sites to link to new sites and help with ranking. Not hundreds or anything, just a few, really.
So I told this to my webhost support and they told me I didn't need different IPs because my higher ranked sites all used Cloudflare, which did the same kind of thing I wanted to do.
Meaning: if all my sites on my VPS used Cloudflare, then none would use the same IP, and I didn't have to buy separate IPs for them all.
Which kind of makes sense, but doesn't.
I mean, if it was that easy then surely everyone would build their PBNs on a VPS and run each site through Cloudflare to hide that fact.
So, what am I (or my host support) misunderstanding, here?
