It seems like all the ways to do legitimate Off-Page SEO require capital.
I'm talking about press releases, directory submissions etc.

I know there are free ways but I've also been told they're not very good.

This is a tough question-you need capital to pay for good press release submissions and they definitely pay off in the long run. However, there are quite a few free article sites that are do follow so make sure you write quality content and submit to these. submityourarticle.com works really well for me so I'd try that-pay for a monthly subscription. In addition, I use directory sites-submit manually.

There are plenty of free offpage SEO solutions, it just means you need to built the links yourself.

Firstly ensure your website is packed full of excellent content and add content on a regular basis.

Then you can start creating other online entities such as blogs and web 2.0 pages (blogger, squidoo, etc), continue adding lots of great topic-related content to each site and create subtle anchor-text backlinks every now and then.

You can also drum up some followers and excitement about your brand/site through social media and allow your followers to link to you naturally through their various online accounts/profiles.

It is all about getting your brand out there and consistently pushing it and developing content that people want to see or read.

Quality Off Page/Link Building sometimes required Capital/Budget if you don't have the ability to do it for free like the content writing and link prospecting method.

You don't have to pay to use social media sites, social bookmarkings, articles submission and several others.

if you can work for 6 hours a day just for your SEO then you can easily handle off page SEO for free.
Create some web 2.0, write some articles, submit them in the directories, start posting in forums, comment in blogs, Social book marking sites etc.
