Will 301 redirecting a penalized site pass the penalty?

I have a site that lost all ranking due to over optimizing my anchor text keywords, no official penalty notifiacation from google in webmaster tools but my site went from #1 to nowhere a couple months ago and I cannot clean the links up. So if i create a new site on a new domain and do a 301 redirect from the old to the new will the penalty pass to the new site?

    How do you know you are penalized and not just in the sandbox?

    it will pass the link juice, but eventually get penalized, you should trial this on a subdomain, so you don't waste money on a new domain.

    Yes it will. Use a 302 redirect if you want to retain the traffic from the domain and not the links.

    Truth is you should just fix the problem, it's easier than starting over.

      I thought it's the other way around? Since no one knows why a site/blog is penalised (assuming it's an algorithmic penalty)

    If you have not get notification then its Algorithmic penalty, which will be taken out on next update but before that you need to workout against the penalty. So, identify which penalty has hit your rankings and yes redirecting pass the penalty but effects will be seen in around 4-5 months. You can gain benefits at start but its not long term oriented
