This. GKP and a little creativity is all you need. Keyword tools don't offer anything that you can't do on your own and it's best not to rely on them as they're definitely not perfect.

Don't try to link build from posting blog comments, it's only going to hurt your site in the future if you do it in mass. Try performing some outreach and relationship building instead.

Neither. I know some people still have some success with this type of link building in a less competitive space, but it's not going to work for much longer.
