Basically, responsive design looks the same on mobile devices and on desktop. The only difference is you see will see bulky wordings on your phone and this is not good if you're trying to sell mobile...

I like Notepad++. It's easy to use and a light application. You'll see line numbers so you can understand which line that gives you error.
Otherwise, use Dreamweaver for WYSIWYG editor.
