Wp settings file exists at the right place??...

How exactly did you reinstall? You went to the admin panel and reinstalled using the option there>??? That would do no good actually.

Go to your hosting, Delete all the files in the public_html...

OK, Go inside home, And cut all the files and folders there, and paste it to public_html folder.

So it should actually come like, nothing in home folder and everything in the public_html.

2. Go to your File manager.
3. Find the Home directory and open it.
4.Cut the contents and paste it...

You are using adsense in a page which has no content at all. Make some posts, then put the ads, or else google will thrash you :)

and only way to fix these errors are either, get a fresh copy of the file, or go in and edit it.
